SignatureMap UpdateInstructionSignatureMap: A map from UpdateKeysIndex to Signature. Keys must not exceed 2^16.
Header UpdateInstructionHeader: The header of the UpdateInstruction.
Payload IUpdateInstructionPayload: The payload of the UpdateInstruction. Can currently only be a RawPayload
